After-school care fee calculation

Die Benutzungsgebühren für Horte an kommunalen Grund- und Gemeinschaftsschulen in Jena werden durch das Team Familienservice ermittelt und festgesetzt.

Amount of the user fees

The amount of the user fees is generally calculated according to:

  • the adjusted income,
  • the number of children entitled to child benefit in the household,
  • the number of children attending a facility (e.g. day care, day nursery or after-school care) and
  • the weekly care time

Definition of income

In principle, the income of the parents is required (also in the case of the alternating model or "50:50 care") as well as that of the relevant after-school child. If the parents live separately and the child lives exclusively with one of the parents, the income of the parent and of any spouse or partner in a registered civil partnership living with the parent, as well as that of the child in question in the after-school care centre, are required.

Adjusted income is calculated as:

(a) gross income, less a standard deduction of.

  • 34% for income subject to tax and social security contributions
  • 24 % for civil servant salaries
  • 50 % for income subject to income tax only (exclusively)
  • 14 % for income subject to income tax only (plus)
  • 16 % for income only subject to social insurance (midijobs)
  • 5 % for income not subject to tax or social security contributions

b) Other income in money or money's worth (e.g. alimony)

c) Deduction of income-related expenses according to the previous year's tax assessment or as a lump sum in the amount of 1,000.00 Euro

d) Deduction of maintenance payments to third parties and an allowance of 220.00 Euro for each additional child entitled to child benefit in the household

Income above the upper income limit

If the adjusted income is above 2,500.00 Euros, no information on the economic circumstances is required. Only a current proof of child benefit (e.g. bank statement or similar) must be enclosed.

Income below the upper income limit

If the adjusted income is below 2,500.00 euros, all proof of income in money or monetary value (the average monthly income of the calendar year preceding the respective school year of after-school care is generally decisive - e.g. school year 2019/2020 - income 2018) as well as a current proof of child benefit (e.g. bank statement or similar) must be submitted for calculation.

Exemption from user fees

Anyone who, during the current period of after-school care, is a recipient of benefits to

  • to secure their livelihood according to the Second Book of the German Social Code (SGB II) (e.g. ALG II, additional needs for single parents)
  • for assistance towards subsistence or basic security in old age and in case of reduced earning capacity according to the Twelfth Book of the Social Code (SGB XII),
  • according to the Asylum Seekers' Benefits Act or
  • according to § 6a of the Federal Child Benefit Act (child supplement)

will be exempted from the user fees upon application and upon presentation of suitable documents, at the earliest from the calendar month of the application for the duration of the receipt of these benefits.

Changes in income and changes in care times

Changes in income by more than 20% and changes in the number of children entitled to child benefits in the household must be reported immediately to the Family Service Team.

Changes in care times must be agreed upon at the after-school care centre of the primary or community school.

Since the user fees are income-based, we require the following applicable proof of income to determine the amount of the fee (the average monthly income of the calendar year preceding the respective school year of after-school care is generally decisive - e.g. school year 2019/2020 - income 2018):

  • Gross annual income of the parent(s) (tax assessment notice(s) or complete pay slip(s) for the year).
  • Self-employment of parent(s) (tax assessment notice(s)).
  • Child benefit as of the 2nd child (current proof, e.g. bank statement or similar - not older than 3 months)
  • Maintenance / maintenance advance (e.g. bank statement or similar)
  • Parental allowance / maternity allowance
  • BAföG / vocational training allowance (BAB) / scholarship (complete)
  • Housing benefit
  • ALG I
  • Pensions (e.g. pension for reduced earning capacity, disability pension, orphan's pension)
  • Other income in money or money's worth

If you are currently receiving the following benefits, please submit the notice of exemption from payment of user fees that applies to you:

  • Securing subsistence according to the Second Book of the German Social Code (SGB II) (e.g. ALG II, additional needs for single parents).
  • Assistance towards subsistence or basic security in old age and in case of reduced earning capacity according to the Twelfth Book of the Social Code (SGB XII)
  • Benefits for asylum seekers according to the Asylum Seekers' Benefits Act (Asylbewerberleistungsgesetz)
  • Benefits according to § 6a of the Federal Child Benefit Act (child supplement)

The calculation and collection of user fees is free of charge.

The user fees for the after-school care always consist of the operating costs and the personnel costs and are to be paid monthly.

For the month of July No user fees are charged during the school year.
