Replace vehicle registration document / ZB II

Bei Verlust dieses Dokumentes müssen Sie grundsätzlich eine Versicherung an Eides statt abgeben (§ 5 StVG). Diese Erklärung kann nur persönlich gegenüber dem Aufnehmenden abgegeben werden (§ 27 ThürVwVfG).

Die Abgabe der Versicherung an Eides statt ist gebührenpflichtig.

Affidavit

Please note that the registration authority may only take an affidavit from the person who is responsible for the loss or who last had the document in his possession and who can provide information on the loss (e.g. the injured party in the event of theft)!

If the person responsible for the loss differs from the owner of the vehicle, a power of attorney is also required to make the declaration in lieu of an oath.

Bidding procedure

Before the registration authority can issue and deliver a new registration certificate part II, the lost letter (ZB II) must first be offered for sale.

The loss is reported to the Federal Motor Transport Authority in Flensburg, where the document is declared invalid and then published in the electronic traffic journal.

In this way, anyone who may be in possession of the letter (e.g. banks, leasing companies, dealers, etc.) can object to the handover of the replacement document within 14 days or present the document to the registration authority.

The replacement registration certificate Part II can only be issued after the bidding process has been completed. For this purpose, it is necessary to appear and apply again at the registration authority.

Document issue - without an appointment

Documents that have already been applied for and are now ready for collection (passport, ID card and eID card as well as documents from the driving license authority) can be collected from reception during opening hours without an appointment.

Other requests with an appointment

An appointment must be booked for personal visits for other matters. This can be done online or by telephone.

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fees by € 0.30 per adhesive seal used.
