Building land cadastre for housing

Mit dem Baulandkataster können sich Bauwillige einen Überblick über vorhandene und theoretisch mobilisierbare Baulandpotenziale innerhalb des besiedelten Stadtgebietes verschaffen. Das Baulandkataster beinhaltet unbebaute oder geringfügig bebaute Grundstücke innerhalb der bebauten bzw. bebaubaren Siedlungsflächen einer Stadt.

The building land register serves to provide information to property owners and interested parties wishing to build. It does not establish any building rights. No claims under planning or building regulations can be derived from the building land register. It serves as a basis of information for those interested in building or buying.

Those wishing to build or buy can use a form in the map portal to express their interest in a plot of land. This form can be filled out after selecting an area of interest in the building land cadastre. Subsequently, the completed expressions of interest are forwarded by the administration of the city of Jena to the owner(s) (without guarantee of reply).

There are no fees.

The legal basis - § 200 (3) of the BauGB - regulates the framework for a publication of these areas:

The municipality can immediately or in the foreseeable future record areas that can be built on in maps or lists on the basis of a site plan that contains cadastral and parcel numbers, street names and information on the size of the land (building land cadastre). It may publish the areas in maps or lists unless the owner of the land has objected. The municipality shall give one month's public notice of its intention to publish the information, indicating the landowner's right to object.

Landowners may exercise their right of objection by means of a separate form even after publication of the cadastre.
