Settlement permit - EU Blue Card holder

Im Gegensatz zu der Aufenthaltserlaubnis ist die Niederlassungserlaubnis (§ 18c Abs. 2 Aufenthaltsgesetz) ein unbefristeter Aufenthaltstitel. Sie berechtigt zur Ausübung einer Erwerbstätigkeit.

Das Format innerhalb der Europäischen Union ist einheitlich und entspricht der Verordnung (EG) 1030 / 2002.

The requirements are met if the Blue Card holder:

  • has a basic knowledge of the German language ("Deutsch-Test für Zuwanderer" at level A1) and has been employed for at least 33 months in an occupation corresponding to his or her qualifications
  • or has a sufficient knowledge of the German language ("Deutsch-Test für Zuwanderer" at level B1) and has been employed for at least 21 months in a job corresponding to his or her qualifications,
  • has paid contributions to the statutory pension insurance or comparable insurance benefits for this period,
  • secures his or her livelihood with a minimum annual income for 2019 of €53,600 (€41,808 for certain shortage occupations),
  • has no grounds for expulsion (for example, because of criminal offences),
  • has general access to employment, provided he or she is an employee (usually fulfilled after 24 months),
  • has a permit to pursue his or her gainful employment on a permanent basis, if this is required (e.g. professional permit),
  • has basic knowledge of the legal and social order and of living conditions in the Federal Republic (test "Living in Germany" at least 15 questions answered correctly),
  • has sufficient living space for himself and his family members.

To make an appointment, you must be registered with your main residence in Jena.

Register with the appointment code

You will receive an appointment code with your appointment. If you are not on time, the appointment will be cancelled. Half an hour before the appointment you can register at the multilingual registration terminal of the Foreigners' Registration Office with the appointment code. You do not need to pull a ticket!

Appointment confirmation is considered a fictitious certificate

If you make your appointment via our online appointment system, you will receive a fictitious certificate which you can print out together with the binding appointment confirmation. This certificate is valid in Germany and bridges the time until the appointment.
