Apply for a parking permit for severely disabled persons
Schwerbehinderte Personen mit Hauptwohnsitz in Jena können im bürgerservice Parkerleichterungen beantragen.
Es werden auf Antrag zwei Arten von Parkausweisen ausgestellt. Diese richten sich nach der Art und Schwere der Behinderung. Der bürgerservice prüft dabei nicht im Einzelnen die Behinderung, sondern erteilt die Parkgenehmigung nach entsprechender Feststellung durch das zuständige Versorgungsamt.
Der Parkausweis für Schwerbehinderte ist personengebunden und nicht an ein bestimmtes Fahrzeug gekoppelt. Die Parkerleichterungen dürfen zum Zwecke der Beförderung der schwerbehinderten Person (Parkausweisinhaber*in) in Anspruch genommen werden.

European parking permit (EU parking permit)
Prerequisites for approval
The competent pension office has recognised the handicapped person as having the characteristic sign aG (exceptionally disabled) or BL (blind). Since February 2009, severely disabled persons with bilateral amelia or phocomelia or with comparable functional disorders are also considered to be equivalent to persons with exceptional walking disabilities (aG) and can therefore also apply for a special permit if this disability has been officially determined by the pension office.
Validity
The validity of a European parking permit is up to 5 years.
Conditions of use
- The permit may only be used in compliance with the basic rules of road traffic (§ 1 StVO).
- The permit does not entitle the holder to stop or park in other places where this is not permitted according to § 12 StVO. This applies in particular within the prohibited areas marked by sign 283 (no stopping).
- Instructions given by police officers must be obeyed.
- The person entitled to park is obliged to carry this permit with him/her when using the parking facilities and to hand it over to the responsible persons for inspection on request.
- During parking, the parking permit attached as an appendix must be affixed to the inside of the windscreen in a clearly legible manner, and if necessary, the additional permit attached as an appendix must also be affixed.
- When parking in a restricted no stopping zone (sign 286 StVO) and in the area of a zone no stopping zone (sign 290 StVO), if parking is not permitted by an additional sign, the time of arrival must also be proven by setting it on a parking disc (Figure 318 StVO).
- If there is an additional sign "Pkw" (car) to the sign "Parkplatz" (sign 314 StVO), it is not allowed to park there with other vehicles; in case of "Parken auf Gehwegen" (parking on pavements) (sign 315 StVO) the permissible total weight of the vehicle must not exceed 3.5 tons.
- The person entitled to park is obliged to notify the licensing authority immediately of any change of address and of the circumstances relevant to the granting of the permit.
- The permit is granted subject to revocation at any time. It is revoked if the person entitled to park endangers the safety of road traffic, if the reason for the permit no longer applies or if the permit has been abused. Misuse can also be prosecuted under § 49 StVO.
Federal parking permit
Requirements for the permit
The severely disabled person has his main residence in Jena. The competent pension office has issued the severely disabled person with a "certificate for the road traffic authority by way of administrative assistance for the granting of parking facilities for severely disabled persons".
The decision and the issuing of this certificate is made exclusively by the competent supply office. It depends on the type and degree of disability. Please contact your responsible pension office, in Jena this is the team of communal pension services in the department for family and social affairs.
Severely disabled people with the following disability are entitled to this certificate:
- Artificial bowel outlet and at the same time artificial urinary diversion, if for this a GDB of at least 70 is present (see point 139 of the administrative regulation to § 46 paragraph 1 No. 11).
- Signs G and B and a degree of disability (GDB) of at least 80 only for functional disorders of the lower limbs (and of the lumbar spine, insofar as these have an effect on the ability to walk) (see point 136 of the administrative regulation on § 46 para. 1 No. 11)
- Signs G and B and a GDB of at least 70 for functional disorders of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk) alone and at the same time a GDB for functional disorders of the heart or the respiratory organs (see point 137 of the administrative regulation on § 46 para. 1 no. 11)
- Crohn's disease or ulcerative colitis - diseases, if there is a GDB of at least 60 for these (see item 138 of the administrative regulation to § 46 para. 1 no. 11)
Validity
The validity of a federal parking permit is up to 5 years.
Area of validity
The permit is valid nationwide.

Formlos per E-Mail
Sie können als anspruchsberechtigte Person formlos die Neuausstellung eines Parkausweises für Schwerbehinderte per E-Mail an bs-antrag@jena.de beantragen.
Der Parkausweis für Schwerbehinderte wird Ihnen per Post zugestellt.
Folgende eingescannte Unterlagen sind als Anhang der E-Mail beizufügen
- Schwerbehindertenausweis oder Feststellungsbescheid vom Versorgungsamt bzw. der kommunalen Versorgungsstelle
- sofern kein Merkzeichen aG oder BL anerkannt wurde: "Bescheinigung für die Straßenverkehrsbehörde im Wege der Amtshilfe zur Bewilligung von Parkerleichterungen für schwerbehinderte Menschen" von der zuständigen Versorgungsstelle
Persönliche Vorsprache
Bei der Vorsprache im bürgerservice sind die aktuell gültigen Nachweise (siehe Unterlagen) vorzulegen. Nach Prüfung der Voraussetzungen wird der Parkausweis für Schwerbehinderte sofort ausgestellt.
