Winter service

The winter service is carried out by KSJ employees on behalf of the City of Jena in accordance with the specified street list. The basis for winter services is the Thuringian Road Act § 49 and the street cleaning statutes of the city of Jena.

Winter service plan

The winter service plan is drawn up annually for the:

  • Winter road maintenance and
  • Winter service on important pavements, steps, squares and bridges.


There are currently 60 employees working in a 3-shift system to clear and grit the roads. Our employees clear the roadways and spread pre-wetted salt (FS30) where necessary to ensure that you can drive safely and safely even in icy and snowy conditions. Pre-wetted salt is a mixture of 70% salt and 30% brine. Through the targeted use of this modern gritting technology, we make a major contribution to environmental protection.

The main roads and local public transport routes are cleared of ice and snow first by the municipal winter road clearance service, followed by the secondary roads according to urgency levels 2 and 3 (urgency levels: under 'downloads' → 'Winter road clearance on pavements/roads').

The most important facts in brief

  • Obligated parties: according to § 3 of the street cleaning statutes
  • Footpaths and access to crossings in front of properties must be cleared of snow to a width that does not impair traffic more than is unavoidable.
  • Pedestrian zones and traffic-calmed areas: if there are no sidewalks, a 1.50 m wide strip along the property boundary is deemed to be a sidewalk.
  • Streets with a sidewalk on one side
    • in years with an even ending number (e.g. 2022), the owners/occupiers of the properties on the side of the sidewalk are obliged to provide winter maintenance on this sidewalk
    • in years with an odd number (e.g. 2023), the owners/occupiers of the properties on the opposite side of the road are obliged to provide winter maintenance on this sidewalk.
  • Access to the carriageway and the entrance to the property must be cleared to a width of at least 1.25 m for each house plot.
  • Snow that has become compacted or thawed must also be removed and deposited as far as possible and reasonable.

Frequently asked questions

Property owners, hereditary building owners, apartment owners, usufructuaries in accordance with § 1030 ff. BGB (German Civil Code), persons entitled to an apartment in accordance with Section 1093 BGB and other persons entitled in rem to use the property must clear the footpaths.

In the case of roads with a one-sided sidewalk, both the owner or owner of the property on the sidewalk side and the owner or owner of the property on the opposite side of the road are obliged to provide winter maintenance on this sidewalk. In years with an even ending number (2024, 2026, ...), the owners and occupiers of the properties on the sidewalk side are obliged, in years with an odd ending number (2023, 2025, ...) the owner or occupier of the properties on the opposite side of the road are obliged.

If only properties with even or odd house numbers are adjacent to a footpath, the cleaning obligation is based on the height of the house numbers in ascending order, starting with the lowest house number. The party with the lower house number is obliged to clean in the odd calendar week (CW), the party with the higher house number in the even calendar week (CW).

In the event of snowfall, the sidewalks and access to crossings in front of the respective properties must be cleared of snow to such a width that traffic is not impaired more than is unavoidable. In pedestrian zones (sign 242 StVO) and in traffic-calmed areas (sign 325 StVO), sidewalks must not be cleared of snow

a 1.50 m wide strip along the property boundary is deemed to be a footpath.

If the snow and pieces of ice to be removed cannot be reasonably expected to be deposited on areas outside the traffic area (e.g. front gardens, green areas in front of buildings, etc.), it may only be deposited on traffic areas in such a way that traffic and snow clearing vehicles are impaired as little as possible.

The winter service obligations apply on weekdays from 7 am to 8 pm and on Sundays and public holidays from 8 am to 8 pm. They must be carried out immediately in the event of snowfall.
