Fahrzeuge, die aus dem Ausland eingeführt werden, müssen in Deutschland bei der zuständigen zulassungsbehörde zugelassen werden. Je nach Herkunftsland, dem bisherigen zulassungsstatus und dem Vorhandensein einer europäischen Betriebserlaubnis werden unterschiedliche Unterlagen und Nachweise benötigt.

Identification of the vehicle

In accordance with § 6 Para. 8 FZV, the vehicle must be identified by the registration authority before a registration certificate Part II is issued for the first time and before registration. In addition to the on-site demonstration, it is also possible to have the vehicle identified by an officially recognised expert within the scope of the assessment in accordance with § 21 StVZO in Germany. The obligation to present the vehicle is also waived if a separate confirmation of the conformity of the vehicle identification number (VIN) with the foreign documents is presented by an officially recognised inspection organisation (e.g. TÜV, DEKRA, GTÜ, KÜS or FSP).

Registration of an EU used vehicle

The registration of a used vehicle from a foreign EU country is only possible on Mondays, Tuesdays, Wednesdays, Thursdays 08:00 hrs to 16:00 hrs and Fridays 08:00 hrs to 15:00 hrs due to possible queries at the Federal Motor Transport Authority.

  • Complete proof of ownership: original invoice or original purchase contract (will be returned with a processing note). This proof is not required if there is no change of owner.
  • Original foreign vehicle documents
  • Foreign number plates for vehicles still registered or proof of deregistration abroad
  • Certificate of a valid general inspection according to § 29 StVZO (original)
  • Presentation of the vehicle or VIN confirmation from an officially recognised inspection organisation (e.g. TÜV, DEKRA, GTÜ, KÜS or FSP) if a registration certificate Part II is issued
  • Proof of EU type approval by means of the foreign registration confirmation in accordance with the new model or the EEC declaration of conformity.
  • In the absence of EU type approval, a new national type approval must be issued on the basis of an expert opinion in accordance with § 21 StVZO.
  • For all vehicles from non-EU countries: Proof of customs clearance. The following applies as proof of customs clearance: customs document on the payment of import duties or customs clearance certificate or certificate from the importer on customs clearance in the collective customs procedure. In this case, the registration of the vehicle is reported to the responsible customs office, stating the customs clearance number.
  • In the case of new vehicles from EU states (intra-community acquisition): Proof of submission of a VAT declaration (§ 1b VAT Act). Proof is deemed to have been provided if the domestic importer has indicated his VAT identification number on the purchase contract. In the case of direct import, the buyer must apply for taxation at the local tax office. In both cases, the registration authority requires the applicant to complete a VAT control notification pursuant to Section 18 (10) no. 2 of the German Value Added Tax Act (UStG).

Document issue - without an appointment

Documents that have already been applied for and are now ready for collection (passport, ID card and eID card as well as documents from the driving license authority) can be collected from reception during opening hours without an appointment.

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fees by € 0.30 per adhesive seal used.
