Large and heavy goods transport - permit/exemption

Fahrzeuge oder Fahrzeuge mit Ladung, die in ihren Eigenschaften nicht den Vorschriften der Straßenzulassungsordnung (StVZO) entsprechen, benötigen für das Befahren des öffentlichen Verkehrsraumes eine Ausnahmegenehmigung und ggf. eine Erlaubnis nach der Straßenverkehrsordnung (StVO).

In principle, the application to carry out a large or heavy goods transport must be submitted to the Thüringer Landesverwaltungsamt (ThürLVwA). As a rule, this is done via the uniform procedure management programme for large and heavy goods transports (VEMAGS).

In addition, however, there is the possibility to apply for a permit according to §29 Para. 3 in conjunction with §46 Para. 1 No. 2 and/or No. 5 StVO, if the transport is carried out exclusively within the jurisdiction of the city of Jena (i.e. not beyond the territorial boundaries of the district-free city of Jena).

Permit

A permit is always necessary if

  1. the vehicle does not comply with the regulations of the StVZO,
  2. the vehicle with load does not correspond to the regulations of the StVZO.

Exception permit

If the vehicle and the load exceed the limits of the StVZO, then a special permit according to §46 paragraph 1 No. 5 StVO from the provisions of §22 paragraph 2 and 4 StVO is required.

The use of vehicles and/or vehicle combinations whose dimensions, axle loads or total weight exceed the limits permitted under §§ 32 and 34 of the StVZO or where the field of vision is restricted under §35b Para. 2 of the StVZO also requires a special permit under §70 of the StVZO and a permit under §29 Para. 3 of the StVO.

Note

All applications are processed with the help of VEMAGS, therefore it is necessary to fill in and sign a liability declaration (see download).

The duration of the processing depends on the complexity of the transport.
